این طرح که هدف از اجرای آن جلوگیری از گران فروشی و کنترل قیمت است، در شش مرحله تعریف شده که از اول اردیبهشت امسال مرحله پنجم آن اجرایی شد، در مرحله پنجم اجرای طرح خرید شفاف علاوه بر اینکه بر روی درج قیمت تولیدکننده و مصرف کننده تاکید شده است و کلیه تولید‌کنندگان مکلف به درج قیمت تولید کننده و مصرف کننده هستند بلکه واردکنندگان نیز مکلف به درج قیمت واردکننده و قیمت مصرف کننده بر روی انواع کالاهای وارداتی شدند.
